Flower Planting

In our town, a group of citizens has decided to make a huge circular flower bed in the center of town, and they have been planting bulbs in the bed. A drawing below shows where the bulbs have already been planted, and they need your help in determining how many more bulbs to buy. They have already planted about 4000 bulbs. Determine how many more bulbs they will need to complete the flower bed, and write a brief description of how you found your answer.
